CEB underpays!! and hires too many managers.

CEB is an revolving door. It's IT dept has so much turnover and underpays many critical technical positions. Note I stated technical individuals and not managers.

The CIO Jaime is NOT confident in working with his board on matters concerning the budget. IT is bloated with nontechnical managers and there is lots of politics. They will hire individuals as senior managers but you will have no power to hire and fire. I have seen almost 100% turnover within a year.
